County of Kern Meadows Field Airport, Rehabilitation of Runway 12L-30R, Taxiway Connectors
PROJECT BACKGROUND
Meadows Field Airport (BFL) in Bakersfield, California covers 1,357 acres and is built with two asphalt concrete runways: 12L-30R is 10,855 feet by 150 feet, and 12R-30L is 7,703 feet by 100 feet. The project officially took off after inspection in May 2013 revealed longitudinal and horizontal cracks in the airport’s 10,855-foot main runway. Core samples taken by others revealed variations and inconsistencies in the runway’s subbase. No prior substantial work had been performed on the 30-year old runway for more than 20 years prompting a concern. The key benefits of this project are enhanced safety and operation efficiency and satisfying new Federal Aviation Administration (FAA) requirements.

PROJECT SCOPE
Major features of the project include rehabilitation of the main runway with a new 40-year life span, including a new quarter-crown runway; rehabilitating 12 taxiways and building 5 new taxiways; and installation of edge and centerline lighting. The work will be completed in six months while maintaining airport traffic during construction.
OUR ROLE
During the course of the project, G3 Quality was an integral part of the Quality Management Team providing development and implementation of the project quality manual, materials control schedules, as well as providing inspection and testing for all elements of the work. Specifically of note are materials validation for FAA P-152 aggregates, P-401 asphalt test strip and production paving, and the P-403 base, intermediate, and surface course paving materials. G3 is ensuring that the re-compaction of existing soil, placement of crushed aggregate base, and constructing asphalt concrete pavement comply with project and FAA specifications. Additionally, we provided inspection services identifying and pre-qualifying materials at the site and the source prior to incorporation into the project.
OUR ADDED VALUE
Our contributing value to this project includes our local City and County experience, FAA airport expertise, demonstrated ability to successfully manage complex construction schedules at this busy airport, and collaboration with the airport as geotechnical and pavement engineering consultants to ensure quality materials and practices are implemented to successfully complete this key project.
